TSEP installation routing v.0938 . This file will create / update ../include/DBConnectionData.php. In there all the settings which are needed to access the database. This file will also run several SQL scripts for you.
If you are upgrading enter the old table prefix (probably 'tsep_') into the old table prefix field to keep all your stopwords and log entries! Make sure to reindex your site afterwards.
